Modified EvtFlatQ2 model to include phase space correction at low q^2.

This model now works for all B -> X lepton lepton modes. The extra phase
space factor (courtesy of Marcin Chrzaszcz & Thomas Blake from LHCb) is
enabled by using "FLATQ2 1" instead of just "FLATQ2" in the decay file.
