  allow user to chose the `scale origin'

The `scale origin' is the renoralization scale, from which we look at
the RG flow.  It is the scale from which the RG running is started in
each constraint.  I.e. each constraint does

  model->run(`scale origin', constraint_scale)

where constraint_scale is the scale where the constraint is to be
imposed.
