  remove numerical guard for 2L Higgs self-energy

as it is very dependent on both s2t and (T1-T2).  Maybe for the
self-energies it is better to use an analytic limit.

  use 2L limits for smaller deviations

This improves the stability of the 2L tower and the fixed order 2L
calculation for MS > 40 TeV.
