[Rivet] CMS inelastic cross-section Rivet routine

Hi Hendrik,

ok, the routine is attached now. by mistake, only info file was attached in my previous email..

We are validating this routine in CMS and also would like to check with Rivet experts. We observe a discrepancy for one of the MC and trying to debug the things. Therefore, we would like to be sure that the Rivet routine is fine.
