[Rivet] Problem with core.cpp

Dear Rivet experts,

while trying to install Rivet version 2.1.1 we found the feature that
after "make clean" the file pyext/rivet/core.cpp is deleted.
However, if cython is not installed this cannot be recreated automatically
and the make process stops complaining about this missing file ...
This is slightly inconsistent and could maybe fixed.
