[Rivet] rivet-mkhtml --ps option requires convert utulity

Hi Grigory,

the purpose of rivet-mkhtml is to create a plot website... so we need
png files to display on the website, and thus the convert tool is
necessary. If you only want to create a whole bunch of plots without
website etc. then rivet-cmphistos + make-plots is the workflow you
want.

The seemingly inconsistent naming of the options can be explained by
the fact that in rivet-mkhtml the option only specifies the *vector*
format for the plots and the creating of the rasterised png's is a
given for the reasons above.

Cheers,
Frank
