[Rivet] INSTALL_AUTOTOOLS=1 ?

Hi Frank, all,

I just tested a build of Rivet 2.1.0a0 on lxplus using the
rivet-2-bootstrap-lcg script. Works fine, so I will now ask Genser to
test their build system, too. Please do it yourselves as well, and run a
few events through your favourite analysis, so we maximise the chances
of finding errors.

I noticed in the script (and the non-LCG version cf. the emails with
Swasti over the weekend) that INSTALL_AUTOTOOLS is set =1 by default in
both cases. I think this is unnecessary except in the "dev mode": did
you find some reason that autotools need to be installed to build from
tarballs?

For my lxplus build I disabled this and it ran through fine, so I would
like to reorganise the scripts a bit to disable this by default, and
move the handling code into the dev-mode block: any objections?
