[Rivet] ATLAS_2014_I1312627: W / Z ratios

Dear Rivet authors,

we have prepared a Rivet routine for the ATLAS measurement of the ratio of
the W and Z production cross sections (http://arxiv.org/abs/1408.6510). The
routine has been validated and found to yield results consistent with those
presented in the paper:
