Hi, I had a look into the corresponding internal document (https://cds.cern.ch/record/1471026 --- section 3.3). There is a definition given that makes a lot more sense. I don't want to breach ATLAS secrecy and things so I don't know how to proceed from here. I probably could give you the names of the editors, will check.
