[Rivet] Rivet routine for DELPHI b-fragmentation measurement (DELPHI_2011_I890503)

Dear RIVET developers,

Please find attached a routine for the DELPHI b-fragmentation measurement.
It is based on the Preliminary routine of DELPHI_2002_069_CONF_603, but using the data from the published paper. 
You can find in the tarball also a couple of validation plots with Pythia.215, which look ok.
