[Rivet] [Yoda] cython version issue

Hi,

Cython 0.23.5 is the version to use.

This is also the version that is installed when using the rivet bootstrap.

This is tested every night on the rivet default and release25x branches:

The test environment is Centos7.

All other tests use a pre-installed version 0.23.5 on MAC and CentOS
builders.

There are no know issues with that particular version of Cython.

Peter, can you test with 0.23.5 please?
