[Rivet] RIVET/YODA Installation Issue on Ubuntu 18

Respected Sir/Madam

I have been attempting to install RIVET via the bootstrap method, but I run
into this issue where it requires python 2.7.3 development files. However,
it appears that for Ubuntu 18, the latest version of python-dev is 2.7.15,
and I can't find anything more recent
<https://pkgs.org/download/python2.7-dev>. typing the "sudo apt-get install
python-dev" command gives the message that all packages are updated.

Please advise how to rectify this issue and make the installation.
