  distinguish tree-level from loop-level EWSB in case of problems

This fixes a bug in the CMSSMEFTHiggs.  See example point
test/test_CMSSMEFTHiggs_no_ewsb.spc which should fail due to no EWSB
at tree-level (for Mu and BMu).
