[Rivet] AGILe 1.3.0 alpha0 for testing, and Genser HERWIG LHEF reading

Hi Andy,

We implement this version of AGILe to 
/afs/cern.ch/sw/lcg/external/MCGenerators_hepmc20603/agile/1.3.0a0

The testing now is ongoing.
