[Rivet] Rivet 1.8.3 release and arXiv manual update plan?

Ok Frank, that's more or less what I thought would happen. So I'll leave
the arXiv untainted for now, and hope for a CPC reply soon. Did you get
the CPC program library probably-FastJet problem solved in the end?
