[Rivet] how to get insoire ID for data points

The "IRN" is the name for the SPIRES code, and presumably this "ins" URL
type points at Inspire instead. I have CC'd Mike and Graeme in case they
have changed the HepData URL schemes for SPIRES/Inspire lookup (if so,
please don't do that: we rely on the URLs to be stable!)

If we need to update to a new URL scheme then we need to know asap,
since we're making a new release in the next week and this would be an
important fix to get in.
