[Rivet] wrong unit in ATLAS_2013_I1217863

Dear all,

as spotted by Frank S., the unit of the cross-section scale factor used in
the finalize part of the various ATLAS_2013_I1217863 plugins is wrong. I’ve
attached a tarball with fixed cc files and also fiddled with the plot file
a bit while I was at it, so as to make the output plots hopefully more
legible in general.

I’ve based the fixes on the file versions shipped with the latest
3.0.0alpha1 in order to make the merging with the trunk easier.
