[Rivet] Rivet routine for DELPHI b-fragmentation measurement (DELPHI_2011_I890503)

It was added in 2.5.1. Hopefully it's all correct, but I would be 
interested to see whether there is any difference in the implementation 
/ output w.r.t. yours.
