[Rivet] Rivet routine for the OPAL b-fragmentation measurement (OPAL_2003_I599181)

Hi Andy, Holger,

Attached a routine for the OPAL b-fragmentation measurement in weak b decays.
This one should not be already implemented :)
As before, you can find also validation plots with Rivet-2.5.0 and Pythia-8.215.
